Dominic Kelly

Dominic served in the British Army, and has been involved in the CBRNE field since working at British Nuclear Group. Dominic attended the Cranfield University Defence Academy of the United Kingdom, Dept. of Materials & Applied Science CBRN Defence Science Course. He was Vice Chairman of the Integrated Mission Group Security Technical Area 6 [CBRNE] where he was proactive in broadening the opportunity for research and development within Framework Programme 7 and the Directorate General “Justice Freedom and Security”.

Dominic is interested in state of the art CBRE technology chemical and biological sensing and PPE products. He is security cleared.

Mark Landale

Mark is a business oriented commercial lawyer with over 30 years’ experience. He qualified in 1977 and works independently on numerous commercial and research commissions and as Director of Legal Affairs for CBRNE Limited Mark has most recently, led the company’s initiative to work with the European Committee for Standardisation (CEN) for a security related issue as well as contractual issues relating to bio research.

Nicola Forkes

Nicola provides executive and business development support to CBRNE and its associate organisation DroneOps Ltd of which she is a director. Nicola has extensive experience across a broad spectrum of business applications including accountancy, human resources, business planning, research, sales and marketing and she is responsible for CBRNE’s ISO9001 process compliance.

Nicola is the “first port of call” for operational and administrative support. Nicola’s first class organisation skills ensure the smooth running of the company on a daily basis.

Dr Krishna Chandramouli

Krishna is a lead research scientist with more than 15 years’ experience in computer vision technologies. His area of expertise includes development of AI technologies for criminal investigation from heterogeneous, multi-modal data sources. He holds dual PhD degrees from University of London in 2009 with specialisation in Semantic Video Analytics and in 2019 on the interoperability of metadata models. He is a recognised expert in the use of video processing for semantic analysis of multimedia content. His expertise on Big Data Analytics has been gathered over many years of participation in several international benchmarking activities that are related to Media standardisation as MPEG. He has executed several key projects in the domain of knowledge representation for geospatial content analysis, media transmission and forensic security for big-data platform. He is also a recognised subject expert at British Standards international (BSI) for Systems and contributes towards standards development.

Krishna has published more than 50 papers in highly reputed peer-reviewed conferences, journals, books with IEEE, ACM and Springer. His current research interests include machine learning, big data video analytics, media engineering, time series analysis, information science and knowledge modelling for surveillance applications.

Dr Adrian Marsh

Adrian has been pioneering in research, innovation, and business solutions for almost four decades in science, technology, and computing, and has a Ph.D. in Physics from the Cavendish Laboratory, Cambridge University. Trained subsequently as a technology consultant, he has acquired a wealth of technical, business, and team experience throughout his career of architecting, creating, developing, extending, and trouble-shooting software systems in a wide range of industry sectors, including insurance and financial sector, performance marketing, medical market and device research, data warehousing, real-time graphical statistics and reporting, online testing and psychometrics, multi-media, big-data and data transformation.

Adrian’s ongoing professional endeavours include research and development of advanced new technological solutions using regenerative AI algorithms, and strategic technology consulting for AI foundation and business solutions across multiple market sectors. His professional career is but an extension of a lifetime of fascination and discovery in the fields of IT, computer science, and technology.

Donatella Casaburo

Donatella is a Joint PhD Candidate in EU technology law at the University of Luxembourg and KU Leuven. She holds a Master’s Degree in Law from the University of Trieste and an Advanced LL.M. in IP and ICT Law from KU Leuven, both cum laude. As Legal and Ethical Manager for Horizon 2020 and Horizon Europe projects, Donatella has conducted extensive theoretical and applied research on AI systems for businesses and security actors. She has developed and implemented both data protection and fundamental rights impact assessments, as well as (personal data) governance measures. Currently, she sits in the Ethics Advisory Boards of several EU-funded projects.

A recognised expert in data protection and AI law, Donatella helps clients navigate the complexities of deploying AI system while ensuring full regulatory compliance. Donatella is an active researcher and public speaker, regularly publishing in international journals and presenting at academic and professional conferences.

Dr Tomas Piatrik

Tomas is a senior researcher with over 15 years of experience in development of solutions for surveillance applications. He received his PhD degree in Computer Science at Queen Mary University of London where he has been involved in over ten EU funded security projects as part of the Multimedia and Vision (MMV) Research Team. His research interests and expertise include multimedia analysis and retrieval, machine learning, and broad range of video analytics for security and video surveillance domain.

Tomas has published over 40 technical papers and reports in various international conferences and book chapters. He has been an organiser of a range of grand challenges on Visual Privacy and Drone-Protect benchmarking initiatives since 2012. He is currently also acting as an executive board member of the Vision & Imaging Technical and Professional Network as part of the Institution of Engineering and Technology (IET).

Steve Swain

Steve retired as a Chief Superintendent in the Metropolitan Police Service in 2006 and since then he has worked at Control Risks and as CEO of Security Innovation and Technology Consortium (SITC). His last post was the Head of the Police International Counter Terrorist Unit (PICTU), a national police and MI5 unit, with responsibility for designing counter terrorist policing options for the UK. He worked with MI5, Special Branch and the Anti-Terrorist Branch to produce assessments of the national intelligence picture.

Steve is a leading authority on suicide terrorism and the architect of the UK tactics to counter the threat from international and domestic terror groups. He was part of the U.K. team working with the Greek Authorities on the security of the Athens Olympics. He spent time in Beijing performing a similar function for the 2008 Olympics He worked with the BAA to review and develop new CT responses for the airport. He also worked with Transec on detection technologies for mass transport systems.

Dr Richard Warnes

Richard previously served in both the British Army and the Metropolitan Police Special Branch, including overseas service, as a Police intelligence officer for drugs and firearms and in a number of pro-active counter-terrorist investigations. Currently he works part time as an Analyst on the Defence and Security team at RAND Europe and has researched, written and lectured extensively on various aspects of terrorism, insurgency, policing, intelligence and the military, including work on a number of EU FP7 Projects. In addition, over the last six years he has conducted extensive field research in Iraq and Afghanistan for a Government client project, reviewing capacity building amongst local police and security forces.

Richard is an expert on the Human Factors behind effective Counter-Terrorism, and holds a Masters in Criminal Justice Studies and a first degree in International Politics. He is a member of both the European Experts Network on Terrorism (EENeT) and the International Counter Terrorism Academic Community (ICTAC).

Dr Lindsay Clutterbuck

Until 2015, Lindsay was a Senior Research Leader of the Defence and Security team at RAND Europe where he led a range of research projects in EU countries and further afield relating to terrorism and counter terrorism, insurgency and counter insurgency. Since then he has continued to work on terrorism-related research projects, both under the Horizon 2020 Programme for the European Commission and outside of it. Prior to this he served in the Metropolitan Police Service (MPS), retiring as a Detective Chief Inspector. He spent over twenty-two years within the Specialist Operations Department at New Scotland Yard, serving throughout in specialised counter terrorism roles. He holds an MA in Police & Criminal Justice Studies and a PhD examining the early origins of terrorism. He is a member of the European Union Experts Network on Terrorism (EENeT).

Martin Underwood

Martin brings extensive experience in ammunition safety and management, explosive ordnance disposal and countering Improvised Explosive Devices, both as a serving military officer and as a specialist consultant. Martin has personal experience as an EOD operator and has managed Counter-IED operations in a multi-national context.

Martin spent two years with NATO as a Technical Advisor on countering IEDs, fulfilling the role of Secretary of the NATO Counter-IED Task Force. His background as an explosives specialist provides the bedrock of his expertise, but he is a keen advocate of a comprehensive approach to the resolving the problems of explosive remnants of war, demining and the IED threat. He has worked to integrate related capabilities and to maximise the benefits of technical exploitation of explosives incidents for law enforcement and military operations.

Dr Taj Mattu

Taj is a former academic having held appointments at The University of Oxford and Thomas Jefferson Medical College. Taj is a member of the Licensing Executives Society and is an associate member of the Chartered Institute of Patent Attorneys (CIPA). He has licensed technologies from The Oxford University, the UK Ministry of Defence (while working at the Dstl Porton Down Site), and other research intensive establishments. As President of the long established Foresight Science & Technology Inc. (a leading independent innovation management company) he facilitated its international expansion.

Taj provides significant experience of market analyses, technical due diligence, as well as sales and marketing strategy for technology led propositions. He brings significant experience of business development, technology transfer and technology evaluation across different technical CBRNE domains.

Ian Cameron

Ian has 35 years broadcast experience as a Reporter, Producer and News Editor in BBC TV, Radio and Online. Underpinned with the academic rigour needed for a master’s degree in Civil Protection Ian specialises in "Warning & Informing" and "Crisis Communications" in both traditional and social media. His experience covers effective communication techniques, countering fake news, video literacy and preparing for the AI influence on crisis communications.

Ian is a NATO Civil Expert in Risk Communication and Media having written the Social Media Guidelines for NATO’s Civil Protection Group (CPG). He delivers an annual day-long workshop on media and crisis communications at the NATO CBRNe Centre of Excellence in the Czech Republic. As a Subject Matter Expert he has worked with specialists from Massachusetts Institute of Technology (MIT) who are developing analytical systems that can interrogate social media for useful information during a crisis.

Ian has a wealth of CBRNE experience. As an example, for the EU FP7 Project EDEN he filmed inside the radioactive exclusion zone at Chernobyl, simulated biological attacks on an Italian meat factory, a mustard gas attack on a train in France and a penetration test for a chemical terrorism attack at a sugar factory in Spain. Much of his recent work concerns countering misinformation and disinformation during the Coronavirus Pandemic and he lectures on the latest techniques and AI tools for detecting and countering false information.

Dr Irina Marsh

Irina has a PhD in Ethics and is Associate Professor at the National University of Political Studies and Public Administration in Bucharest.

An established expert in applied ethics and crisis communication, Irina has supported CBRNE Ltd in EU Framework Programme 7, Horizon 2020 and currently Horizon Europe on topics covering Ethics and Responsible Use of AI, AI trustworthiness, Robotics, crisis management. Irina has been a Civil Expert on Risk and Crisis Communication (2008-2022) working with the Civil Protection Group (CPG) NATO, chairing the Ad-Hoc Working Group on Public Information Policy. She is also a member of British Standard Association (BSI) Working Group Artificial Intelligence (ART/1), contributing to the development of AI standards (ISO-IEC JTC 1 SC 42 WG3 AI Trustworthiness, and CEN-CLC-JTC 21 WG4 Foundational and Societal Aspects).

Certified in Governance, Risk and Compliance (GRC), and an accredited Data Protection Officer, Irina brings deep expertise in AI Ethics and Responsible Use of AI, AI trustworthiness, and Fundamental Rights Impact Assessments (FRIA). Irina is also an active researcher and speaker, with a strong portfolio of publications in international journals and conference proceedings. Her contributions on applied ethics, AI governance, and crisis communication have fostered interdisciplinary dialogues and advanced knowledge in these critical fields.

Tony Godwin

Tony retired as a Police Superintendent in 2018 with qualifications in Strategic, Tactical and Operational command in CBRN, Firearms, Public Order and Major Events. Experience embraces planning and commanding the response to CBRN, public disorder, protest, firearms and crime operations, Strategic (Gold) and Tactical (Silver) Commander in multi-agency major events including the Olympic Torch Relay, London 2012 Olympics, Cheltenham Races, the Royal International Air Tattoo.

As a PRINCEII Practitioner Tony delivered Specialist Operations Collaboration, implementation of tasers, the Codes of Practice for Police Use of Firearms, Electronic Payments System, In-house Provision of Driver Rehabilitation, Custody and Case I.T. and the Police and Crime Bill. Whilst with the Police Tony was on the End User Advisory Board for FP7 Project SUBCOP (PBIED). Tony implemented and commanded the Specialist Operations Collaboration between Gloucestershire, Wiltshire and Avon and Somerset police forces to provide borderless provision of Specialist Firearms, Armed Response, Roads Policing, Collision Investigation and Dogs.

Tony coordinated the firearms response following the Paris suicide attacks, including operational deployments responding to changing terrorist threats and was involved in developing the national strategy for the uplift and mobilisation of armed resources and coordinated Operation Temperer working closely with the Military.

Nigel Hale

Nigel is a Professional Member of the Institute of Operational Risk and holds a BSc in Mathematical Physics. He is a specialist in risk assessment who has worked across a wide range of industry ranging from nuclear power to transportation and hazardous waste management. He is the creator of the Resilience Matrix approach as applied to business resilience and also the creator of a novel approach to security assessment based upon Boolean logic. Nigel has produced several assessments of the potential impacts and risks arising from attacks using CBRNE weapons in public places and has led teams involved in the decontamination of an illegal drug laboratory and a redundant private radio-chemistry laboratory. Nigel was the technical lead for CBRNE Ltd in project IMCOSEC for the EU. Nigel has played an active part in FP7 Projects PRACTICE, EDEN and SUBCOP.

Carolyn Smith

Carolyn has over 35 years experience in the field of design. She worked for some of the UK’s leading architects before establishing her own successful design consultancy. She has been involved in a large number of design projects including an airport terminal, universities, hospitals, exhibitions and multiple corporate refurbishments. Each project demanded a wide range of design disciplines from interior architecture, product design and graphics to signage and symbology. Carolyn also holds a Masters in Fine Art which together with her commercial design expertise provides her with a further valuable perspective on visual communication.

Elizabeth Marsh

Elizabeth Marsh is an industry expert with over 20 years of experience in the digital workplace industry. Her consulting and research work spans topics such as digital workplace strategy, communication and collaboration, future of work, digital dexterity including AI readiness, worker well-being in digital contexts – and more.

In 2014 Elizabeth co-authored 'The Digital Renaissance of Work' book which was shortlisted for CMI Management Book of the Year 2015 and in 2018 released 'The Digital Workplace Skills Framework' report. Now in the latter stages of an ESRC 'Digital Society' PhD at the University of Nottingham, she has recently published to peer reviewed journals on the 'dark side' of technology and optimising digital worker well-being.

Beyond her academic work, Elizabeth has managed and/or conducted a wide array of digital work-related research projects, recently on topics such as Generative AI in the workplace, assessing digital workplace impact, digital inclusivity, and engaging employees in the digital workplace.

Leonid Zelenkevich

Leonid Zelenkevich is an industry expert in contraband and threat detection equipment, with specialisation in x-ray screening technology and its application for narcotics, explosives, and weapons detection.

Leonid has been present within the security screening industry since 2012, bridging the gap between end users and manufacturers by leading projects related to development of available screening technologies to ensure effective practical applications of available technical solutions and maximum value creation for products’ end users.

During Leonid’s time within the industry, he has completed a high number of technology-implementation projects across Europe, Middle East and Africa, including development and implementation of the body scanner for use by UK Prisons for reduction of contraband trafficking, design and deployment of integrated vehicle and bus inspection system for use by Abu Dhabi Customs Authority, development and supply of a mobile checkpoint solution for screening of suspected drug traffickers by Danish Customs.

Danielle Carbon

Danielle has a M.Sc. degree in Risk Prevention and Disaster Management from the University of Vienna followed by certification as a Risk Manager from the Austrian Standards plus GmbH. After conducting a risk study of the emergency drinking water supply for the city of Offenbach am Main/Germany, she is currently pursuing her dissertation research on the topic of water security management. In addition, she is responsible for recruiting subject Matter Experts for the Advisory Boards of EU H2020 projects PROACTIVE and ALIGNER.

Danielle is a key Coordinator for field exercises having proved herself as the Exercise Director for Project PROACTIVE’s CBRNe exercise in Dortmund, Germany. She has been a paramedic for the Red Cross since 2014 and also volunteers as a firefighter and as a member of the Search and Rescue Technical Unit of the Federal Agency for Technical Relief (THW), providing insights and networking into various response organisations.

Matei Stanciugelu

Matei is the Sales and Business Development Manager at CBRNE Ltd. He is responsible for generating leads, building client relationships, and implementing business development strategies for AI-ORA consulting services.

Holding a Bachelor of Arts in Philosophy from the University of Warwick, Matei possesses a strong foundation in critical thinking and ethical analysis. His experience includes significant work in AI ethics, such as developing ethical frameworks, analysing data protection impact assessments, and promoting AI system transparency and fairness.

Andra Vaduva

With over 12 years of experience in AI and leadership, Andra partners with U.S. startup leaders and Fortune 500 CEOs to implement AI strategies that build innovative, high-performing teams. Recognised in Forbes 30 Under 30 she holds a Master’s degree in Mass Communications and Statistics and completed the MIT Executive Program in Human-Centred Design.

Andra is the creator of the Mental Gym, integrated into MIT’s resources, supporting leaders in resilience and adaptive thinking. Her courses, foundational to the AI for Managers leadership track at Microsoft and LinkedIn, equip leaders with tools for AI-driven team collaboration and productivity.
