Project PROACTIVE:
Preparedness against CBRNE threats through common approaches between security practitioners and the vulnerable civil society.
Project PROACTIVE strengthened societal preparedness against chemical, biological, radiological, and nuclear (CBRN) threats by fostering collaboration between security practitioners and civil society, including vulnerable groups. The project tested and validated common approaches among European Law Enforcement Agencies (LEAs) and First Responders, aligning their protocols with the needs of diverse societal groups. Activities included surveys, workshops, focus groups, and joint field exercises, culminating in innovative toolkits for both practitioners and civil society to improve CBRN response capabilities.
CBRNE Ltd significantly contributed to the project by leading the organisation of field exercises, ensuring standardised processes and procedures across all scenarios. The company established the Practitioner Stakeholder Advisory Board (PSAB) and ensured representation from vulnerable groups to evaluate procedures and tools. CBRNE also developed an “Ethics Briefing Pack for Project Fieldwork” and contributed to a detailed Legal and Ethical State of the Art analysis. Additionally, CBRNE conducted an Ethical and Societal Impact Assessment for project outputs, ensuring compliance with GDPR and other regulations.
